Zusammenfassung:

In Strukturen organisierter und ritueller Gewalt wird schwere sexualisierte, körperliche und psychische Gewalt systematisch geplant und wiederholt ausgeübt, häufig verbunden mit kommerzieller sexueller Ausbeutung. Bei ritueller Gewalt kommt eine Ideologie als Rechtfertigung hinzu. Eine international einheitliche Definition fehlt bisher. Multiproblemlagen durch fortbestehenden Täterkontakt, Abhängigkeiten, fehlende soziale Unterstützung und komplexe posttraumatische/dissoziative Störungen kennzeichnen oft die Situation der Betroffenen. Dies erschwert die Strafverfolgung und erfordert ein spezifisches, ­interdisziplinäres Vorgehen. Die Unterstützungssysteme berücksichtigen dies ­jedoch i. d. R. nicht. Es fehlen spezifische Angebote für Schutz, Ausstiegsbegleitung und Therapie. Viele der beim Fonds Sexueller Missbrauch gestellten Anträge beschreiben eindrücklich die Notlage. Ein interdisziplinärer Fachkreis beim BMFSFJ erarbeitete eine Bestandsaufnahme und Handlungsempfehlungen für Politik und Gesellschaft. Der Beitrag gibt einen Einblick in die aktuelle fachliche und gesellschaftspolitische Diskussion.

Organized and ritual violence in Germany
Severe sexual, physical, and psychological violence is planned systematically and exercised repeatedly in structures of organized and ritual violence and often occurs in conjunction with commercial sexual exploitation. In the case of ritual violence, a specific ideology is used to justify it. An internationally uniform definition is still lacking. The situation of those affected is often characterized by multiple problems caused by continued contact with perpetrators, dependencies, a lack of social support, and complex posttraumatic/dissociative disorders. This makes prosecution more difficult and requires a specific, interdisciplinary approach. However, the support systems in place usually do not take this into account, as they are lacking specific offerings such as protective measures, assistance for people wanting to escape the situation, and therapy. Many of the applications submitted to the Fonds Sexueller Missbrauch (Sexual Abuse Fund) describe the crisis in a very convincing manner. An interdisciplinary expert group at the BMFSFJ has drawn up a review and a list of recommended actions in the political sphere and within society as a whole. The article provides an insight into the current professional and socio-political discussion.
